When are appellate rights exhausted?

When are appellate rights exhausted?

What is the name of your state? CA

I am adopting a child through a county in CA. The parents rights were terminated in April of 2004 (against their will). They took the case to the appeals court and the appeals court agreed with the ruling to terminate rights. They took the case to the Supreme Court of CA, asking for a review, and the Supreme Court denied the review.

Their attorney is now saying they want to take the case to the US Supreme Court.

I can't finalize the adoption until their appellate rights are exhausted. When exactly is that?

A second question I have is, do they have the right to have their county appointed attornies continue to represent them even in the US Supreme Court?
