Where do we start

What is the name of your state? Oklahoma

I am starting the leg work to help a friend find his bio Mother/Father. Not so much to know them but to get Medical info. Where do we start? All we really have at this point is where he was born and birthday. Are there any free sites or organizations out there?

Office of Vital Statistics or your state's equivalent. They maybe able to release the original BC. If not, google for sites that offer assistance in this situation and have him contact the adoption agency.
