Would like to adopt grandson

What is the name of your state? Ma.
I currently have permenent guardianship of my 2 1/2 year old grandson for 15 months, prior to that I had him fro age 6 months to 12 month in a temporary order, he was returned to his mother for 3 months inbetween. His dad my son is currently in jail serving a 2 year sentence and I have no idea where his mom is. The baby sees his mom maybe once a month with his maternial grandmother but has never requested visitation. Both parents have a herion problem. Baby's mom knows what she has to do if she wants him and up to this point has done nothing. No treatment for her addiction, no NA , no job, and from the bits and pieces of information I get she has no permenent living arrangments. How long should I wait for her to get her act together before I file for termination of parental rights, and can I do that. If this continues I would like to adopt him. My son would sign the baby over to me, and I understand that it would be easier for him because he would always still have some type of contact. But I don't want this kid to be 5 or 6 years old and for her show up after all that time and look to take him. As I said before she is doing nothing to help herself up to this point? How long should I wait to try to terminate the bio moms parental rights so that I can try to adopt this baby. What is the name of your state?MA
