can i get child support?

What is the name of your state? california

I am trying to help my cousin with her situation. Here it is. She is dating a guy who has 2 daughters. From what I've been hearing, the mother of these kids isn't stable. She lives from place to place, no car, no job, and does drugs. She'll leave the kids with friends or sometimes my cousin will have them. The father right now is in some kind of probation house (don't know if that's what it's called) and can't leave til sometime towards the end of the year. Here is what we want to know. Is there a way where she or her boyfriends family can get custody. I know what you're probably thinking, how much better are the kids going to be especially if the father is on probation or won't be there til months later. Well, from what I can see, my cousin has a job, a home, and the father is trying to improve himself. What can she do? Does she have to wait for the father to get out so that he'll be the one to try to get full custody? Also, the mother is collecting child support from the father. Once a person claims child support, can it be reversed? Can she ask to stop the payments? Reason why I ask is because there was a time where the kids stayed with my cousin for months, but at the same time mother was still claiming child support.

Your cousin has no legal rights in this matter unless she obtains guardianship of the children and that won't happen unless or until every blood relative refuses to care for the children.

She was a babysitter. Nothing more.
