What is the name of your state (only U.S. law)? Oregon..

Are there any guidelines I can use to make a cash out offer for the remain support payments to my ex wife. There is about 4.5 years left of support payments and I would like to just make her an offer but I am not sure where to start.

That would most likely make it a property settlement then and you would not get an income tax break on it.

Instead you might want to consider putting the money that you would have used for a "cash out" into some kind of earnings account, and then paying her from that account. Maybe even set up some kind of automatic payment so that you don't actually have to deal with it monthly.
