This date and that date - How do you tell?


What is the name of your state? Washington
Ok, I need help. We (my boyfriend & I) are looking for an answer so if anyone has any answers please responde. This is our situation;
My boyfriend and his ex separated in November 2000, the also started working on their divorce decree that same month and continued to work on it for a couple of months (yes, she wrote the decree due to the fact that they could not afford a lawyer). In the paper work it is stated that CS and spousal maintenace shall be due starting in November 2000 (when they separated), but the paper work is stamped with a FILED IN OPEN COURT MAR 16, 2001.
So our problem is this; SM was suppose to go down, which is written in the decree, after 2 years. When do we lower the payments? Should we have lowered it in Nov. 2002 or do we have to do it this month (March 2003). We think it should be 2 years from when he started payments, not when the divorce was filed. So what date do we use???????????
Can anyone help.... I would love anyones advice/answer.
