ex-husband stopped paying alimony

i know this lady whose ex-husband stopped paying alimony (it's been over two years now). he's here in the states and she lives in Poland together with their child. the court ruled that he has to pay the alimony, however since she resides in Poland he thought that he's untouchable and nothing can be done from overseas. Recently that lady came over here to visit her friend and she's going to be here for the next 4 months. What actions can she take in order to make her husband start paying alimony and possibly get whatever he didn't pay for over two years. if any additional info is needed please let me know. thank you,

What court ruled that he has to pay alimony? If it was here in the states, then she files contempt in the court that made the order asking that her ex be forced to show cause.

im sorry for not being clear in my explanation. she was fighting for the alimony in Poland having someone here helping her in the states (an attorney). the decision was made here, so that's why i'm assuming that she has greater chances of getting back her alimony.

my understanding is that she'd have to get a lawyer who'd dig out the case and get in touch with her ex-husband because he broke the US law.

is there a chance for her to get a lawyer provided by the state in case like this? (she's on very limited budget here). or is it better (things will get done faster) to hire private one?
