Foreign alimony payer escaped to US to avoid payments

Hi,
My wife's father left her mum and her self in Poland in the late 1980-ties. They were not married. He addmitted his fatherhood in the court. In Poland he regularly paid them alimony but stopped doing that after his departure for US. The guy is living in Chicago now,I've got his address but he sends any correspondence back. Is it at all worth filing a lawsuit against him, does the time limitation apply, where to find an appropriate layer for such cases?

And you will be suing for what, exactly? Failure to pay alimony based on Polish support order..(if one was even issued) ?
