getting run around?

What is the name of your state? wisconsin

what can/should you do if your getting the run around from the courts, social services, police and attorneys?

situation: my wife's X has been ordered to pay 1/2 med bills ,insurance and school fees. until last week there was no child support but he showed un 30 minutes late to the court hearing and they ordered support.( about the only things thats gone right so far) he hasn't paid any of his 1/2 for over a year and now has quit his job. court tells us we need to file financial papers on him for contempt charges while our attorney says not to and yet a judge thats a friend of the family tells us we have to. how are we supposed to get his financial information? police won't do anything about his threats to his 3 kids ( 8, 8 and 11yrs old.) and social services gives us the attitude that they can't do anything until they are short of being dead.
