If a divorce just sit in the courts does it stay active

My boy friend Jim filed for divorce in 2001 and the courts made it impossible for him to finish it by telling him he has to pay her $5000.00 all court cost all lawyer fees and she recieved all the assets from the marriage $30,000.00 Jim got nothing. So his divorce just sits there is it still active.
Also the state took legal custody of Jims son while his mother was in jail said they didn't know where Jim was even though they had been attaching his pay for years.
The y continued to pay his wife for child support for 4 years that she was not intitled to she did not have custody of the kid and during these years she managed to get increases in child and spousal support $1290.00 a month when Jim finally got P.A. to see the light that Terri din't have custody the child support part was suppose to stop This judge decided that the child support should stop and the $700.00 that was child support be given to Terri and make it all spousal maint. plus add another $176.00 for arrears now how can that be legal. Right now the court order is in he amount of $1300.00 plus after he paid $35000.00 to her she wasn't intitled to they say he owes her $45000.00 in arrears Jim also is in contempt for disobeying a court order by not paying her $1300.00 a month which he doesn't make and even if he gave her his entire pay he would still be in the hole and noone will listen nor do they care it isn't thier money . They also just issued a bench warrent for him. Jim recieved a call at 3:00 pm AZ time it was a woman from P.A. letting him know he had a court appearance at 8:00 the following morning before a judge in P.A. and was informed to bring his check book and plan to make some payments.
