Retirement Money

What is the name of your state (only U.S. law)? CA

My ex-husband will not cooperate with my QDRO attorney and give the retirement account info nor pay his half of the retainer as court ordered. The QDRO attorney says that if he doesn't respond, I have to hire another attorney to take him to court. Is there any other recourse I have besides paying another attorney to get him to cooperate?
