Spousal support if spouse live internationally

Hi, name's Patti, live in Ohio, I need info about filing a lawsuit against someone living in Germany. I didn't think I could do that, but I heard of a woman and her family suing someone in Germany for wrongful death after the tragedies. Can someone give me more info?
