Spousal Support while married/separated/divorced

What is the name of your state? WA
An attorney told me that a married person in WA state cannot collect spousal support. Does the spouse have to file for legal separation to recieve this? The circumstances are:
Husband worked, Wife stayed home with his kids. Agreee that husband would join the Army. Had joint checking account and Army pay was to go into account for Wife to maintain household. Husband recieves extra pay for being married, and recieves housing allowance for family. Wife receives first paycheck into joint account. Husband diverts all pay into a private account without telling wife. Wife recieves no income, can't pay rent or bills or buy food. Wife returns his kids to their mother, and moves in with her mother. Wife is pregnant with Husband's baby. Wife calls Army who says they will talk to husband. In three months husband sends $500 to wife, while still collecting extra marital pay and housing for wife. Wife gets part time job, goes on food stamps, state medical, and can't work extra due to pregnancy. She thinks she has to file for legal separation to collect some $ from him. Plus he is getting his sign on bonus which was suppose to be for a car and baby stuff. Husband plans on keeping every penny and not support wife and kids. She has no $ for an attorney and is so depressed it is affecting her health. Can she file something herself? Welfare won't help her further because she is married. I would have thought the US Army would have gotten involved with him not supporting his family.

She needs to be a squeeky wheel with his command. He is REQUIRED by the military to support her. At a minimum he should be giving her an allotment for the extra pay he receives because he is married. She needs to keep contacting his command.
