Unauthorized Spousal support modifications

What is the name of your state? Illinois
I have been divorced and have a Judgment for Dissoluiotn of marriage agreement which has been finalized.
Could someone tell me who is authorized to make changes to this Judgment?
I have a monthly payment coming to me in this agreement and my exhusband wants to change the amount of this payment because he feels I owe him for other reasons.
Does he have to go back to the court in order to have changes made to the court ordered judgment for dissolution of marriage??
