72 hour right to be arraigned?

california - my husband was arrested on saturday morning february 23, 2202 at 3: 30 a.m. it is now friday march 01, 2002 and he has yet to see a judge, be arraigned, or charged with any crime. i thought he had a right to be seen by a judge within a certain time frame? he is still sitting in jail as we speak, what can i do for him?

It sounds like there is more to this story.
Did he have any outstanding Warrants?
