If a person is arrest for a felony charge and has been put on probationn but has other charges that hasnt been filed against him yet how does that affect the terms of his probation.

Look at the 'offense date'.
If you were on probation or parole when you committed the crime, then that is a probation/parole violation.

Correct.

In other words, did you commit a new crime AFTER you were put on probation/parole?

If so, you are in trouble for the new one as well as the one you were on probation/parole for.
