Advice needed - retail theft/shoplifting

What is the name of your state (only U.S. law)? Pennsylvania.
Can someone tell me what is the standard when it comes to being charged with a retail theft offense. Does store security have to witness you remove merchandice, remove tags on merchandice, or can security use evidence to move forward and pursue charges for retail if they find tags that were on the clothes on the dressing room floor, but the clothes that the tags were missing off of were put back on the rack.

In other words, can you be charged with retail theft/shoplifting if tags that were on the clothes were not on them after you returned them to the rack and were instead, laying on the dressing room floor...
