another question

What is the name of your state? Pennsylvania

Is it true that police can question you, have you write and sign an statement and tell you that because you aren't offically under arrest the miranda thing about an appointed attorney doesn't count for you?

Yes, it's true. If you are not "in custody," anything you do is voluntary.
