"Entrapment" is a legal term regarding an act that you could not have accomplished unless you were acting as an agent for the state and enticed your husband to commit a crime that he otherwise would not have done.
And, yes, they CAN pull someone over "just" for warrants. We can also stop someone on the street "just" for warrants. If they are wanted, we can nab them.
