bad check check

What is the name of your state? kentucky

my sons live in girlfriend borrowed money from me in the total amount of 335.00.she promised to pay back when she got welfare check.she got her check and said she put the money she owed me into checking.she wrote me a check it bounced.she has lied over and over about paying me the money owed.i still have the check she wrote almost a year ago.she has now left the state. can i get her arrested or have i waited too long to do anything?what can i do?
