What is the name of your state (only U.S. law)? Pennsylvania

on 12/03/08 my son was stopped by newport boro police. they advised him that they had a warrant for his arrest on forgery charges. when taken to the psp they questioned him for over an hour about a bank robbery that happen on 11/28/08. when they were done questioning him they then told him that they had a bench warrant for his arrest for voliation of probation which is the charges of the forgery. As of today 12/15/2008 they will not let him get a public defener because they say that there on no charges against him just the detainer that his proration officer has on him. If the police arrested him on a warrant with forgery charges how come he has not been arranged?

He's not in jail because of the forgery charges. He's in jail because of his previous probation violations. He only is entitled to a public defender if he wants one for questioning while he's in custody or when they decide to proceed with the prosecution.

Arrests don't necessarily have to result in prosecution. Perhaps if your son wasn't otherwise wanted by the police they would have just turned him loose. The prosecution may still be forthcoming. Arraignment isn't the first step in PA criminal procedure anyhow.
