Bench warrant issued on incarcerated person


What is the name of your state (only U.S. law)? Pennsylvania

My brother in law is currently incarcerated and has been for exactly 1 year today. He is set to be released this Friday. He has a bench warrant out according to a constable who visited his mothers house this past week. They are threatening to meet him outside of the penitentiary as soon as he is released and bring him into court. The warrant is for not paying fines, and according to his mother they are threatening to also have him put back in jail immediately if he does not pay the fines by the time he gets in court. This just doesn't sound legal to me, how can someone pay fines while serving a prison sentence. Mainly I was wondering what they could possibly do to him for failing to pay those fines. They have a lawyer but he is useless and can't be trusted. Could they not file for some type of extension just to give him a few weeks to work and pay the fine off in full. It's less than 1000 dollars so it wouldn't take him long at all. Thank you in advance for any help. I'll be back on tonight and can answer any questions.
