What is the name of your state (only U.S. law)? Maryland

My brother was arrested a month ago for 1st degree rape at his home in baltimore, maryland. he was processed and his bail was 60 thousand dollars. he did not make bail and at his first court appearance was posponed because the "victim" did not show because theres a warrant for her arrest for assaulting and bribing his fiance. then his last court date aug 24, he was secretly indicted. a motion was filed for an indictment and this time the woman showed up. no jury no testimony nothing. there is no physical evidence at all and no witnesses. just her word against his. the woman is a reported prostitute and addict aand has admitted to lying. what can we do?

Where is his attorney?

He wasn't secretly indicted. This is just the hearing in which formal charges are presented. There is no jury or testimony during these hearings. All this plus the witnesses will happen during his trial. Again, where is his attorney through all this?
