boyfriend arrested please help

my boyfriend was arrested last night for driving on a suspended license. He lost his license a year ago for drunk driving. He was due to get his license back this week. =( The police officer pulled him over only because he ran his plate. He drove across the street to the store and back and was pulled in our apartment complex. The officer told him that he ran his plate and that is why he pulled him. Can an officer just randomly run peoples plates? Isn't that profiling? After he was arrested and they got to the magistrates office. The magistrate said to the police officer, where is the ticket? The officer said there is no ticket. The magistrate said you have to have a ticket...so the officer just wrote one right there, for driving with out a license. Is this legal. Thanks for any help. :confused:

Yes, an officer CAN run plates without specific cause ... or, randomyl, if you will. He CAN NOT run them for personal purpose or gain, but running plates for enforcement or law enforcement purposes IS valid.

As for the ticket in the courtroom ... that seems bizarre, but VA has a different way of doing things than CA so I can only assume that if the magistrate permitted it, then is valid.
