Are there any laws regulating Bounty hunters in California? Are they allowed to use force to enter the home of a third party? Is it legal for them to remove personal items from the home of the bailee? Are there any guidelines that they are to follow when dealing with friends and neighbors of bailee? Who is responsible when they cause damage to property of bailee? Are these people running around without any laws to keep them from ruining peoples lives?

They are subject to many of the laws that everyone else is ... but, federal law DOES give them certain proveleges that the average citizen does not have.

If they removed any personal property, then they can be charged with a crime or sued. They CAN break in to property to get the bailee, though.
