Can Charges be dropped?

What is the name of your state? California.

Here is the situation. My friend was caught take stealing money from his company. He was fired a charges were pressed already. After taken to jail and bail out, if the employer agrees to a settlement (ie paying back a certain amount), can the charge be dropped at the request of the employer? Or only do the DA have the authority to dropped charges that are already filed? Please advice. Thank you.

Only the DA. The employer can ask the DA to see if he will drop the charges, but that is up to the DA.
