Can I withdraw charges at hearing

What is the name of your state (only U.S. law)? Georgia

My friend took my car without permission while I was sleeping. I called the police to report it stolen. I told the police my friend was on probation and had a suspended liscense. I also told them I had not reported these actions before because I am pregnant.
They alerted area cops of the theft. When my friend pulled onto my street to return the car they arrested him.
At the hearing, can I say I do not want to press charges for the theft?

You can say that, but you do understand it's not up to you. It is the state that is bringing the criminal charges.
