What is the name of your state (only U.S. law)?

Can a member of the public administer a caution for an alledged criminal offence without being sworn in etc??

Sorry, but this forum deals in US law only.

(We used to have a question up front on new threads that said that, but with recent software updates, it was removed.)

Sandy, it was apparently put back not too long ago.
