A client issued me a bad check

What is the name of your state (only U.S. law)? GA
A client issued me a personal check (100.00) for services rendered and it was returned to me by the bank.
I notified him and he sent me another check from his business, plus a fee, (135.00) and it was returned for ISF.
I notified him by certified mail and it was signed for by a person other than the client who wrote the check.
Is this legal notification?

You sent the notification to his home or office right? If you did, sounds like it to me.
