Colorado Arrest Warrant - New KY charges

What is the name of your state (only U.S. law)? Colorado
Person is in jail for a felony 3 (aggravated auto theft) and misdemeanor. Kentucky arrested person and has been held in county jail awaiting extradition. Ironically, person has been charged in Kentucky for failure to pay child support and was released to a different holding facility. Colorado charges were "no bond" and the new charges in KY are $2,000 bond. Can this person bond out on these new KY charges? Jail said that he would not be released pending clearing up the KY charges. The court date is set for July in KY - will he fall through the cracks and be let off on the Colorado charges?
