What is the name of your state (only U.S. law)? Louisiana
My sister was arrested in September 2008, felony charges. She has not been indicted. We constantly contact the DA, and they state the case is still under investigation. Almost a year later, still nothing. Can she demand a speedy trial and if so, how? She does not have an attorney and the court has told her that she cannot be appointed one until she is indicted. Can anyone help?

If I understand what you're posting, there is no case to push through a speedy trial.

If the DA or prosecutor hasn't filed a case with the court yet, there is nothing anyone can do.
There is no right to speedy charges, so you or your sister will have to wait until such time when charges are filed with the court and the case is placed on calender.
