What is the name of your state (only U.S. law)? New York State,

My brother was stopped and found out his license was suspended due to unpaid fines. He paid them off and checked his license, it showed it was free and clear. Now NY has a thing where, when you get so many points you pay a yearly fee. So he misunderstood the letter, and his license was suspended again... and he got stopped again and was then aggravated unlicensed operator, the vehicle was towed. To make a long story short he has had 3 unlicensed offenses. He is in jail and was denied a preliminary hearing and was told by a friend that he should be able to file a R.O.R. and be able to get released with out having to post bail of 5,000. He wanted me to check if this is true... and does he need a lawyer to file it or can he.
