Department store theft

I have a friend that was caught stealing from a large department store. She was video taped 10 times steeling before they arrested her. The total was $5000.00. Isn't that like a set-up? Shouldn't she have been arrested after the 1st time? It is almost like they watched her until the total would be a felon. How can this be legal?

Did she take 10 items at once and then leave the store or did she did go back and forth to the car?
If she walk around the store taking items and putting them into a bag/ purse, the act of theft or burglary wasn't completed until she walked out the door.

You can't blame security for letting her commit a crime, you have to shift the blame back to where it belongs, with the person who committed the act.

With the info you provided, it sounds like they simply watched a crime in progress until it was completed. She was the one who determined what the crime would be, not them.
