What is the specific way that a prosecutor must file charges and description of acts or actions that are cause for charges. (what was done to substanciate charges)

What do you mean??

The complaints forwarded to the court contain the allegations and the code sections, the jurisdiction, and a very general supporting statement - no real details. Attached documents may include the police reports and other such items.

Basically, the paperwork filed with the court contains very little detail at all. It won't be until the preliminary hearing that the state will present the evidence to sustain the charges.
