If I have worked out an agreement with the victims to settle the larceny of their property through compensation and a warrant has not yet been issued, only a police report filed, can the charges be dropped?

What charges? The police report being taken is not the same as charges being filed for the crime outlined in the report. If there are no charges, there is nothing to be dropped.

Are you trying to resolve an issue before you are charged with a crime?
You can ask the victim who you have worked out whatever deal it is you've agreed to make everything all better, to call the police, investigator or DA and inform them that they no longer want to bring any charges against you. But whether it will be dropped at their request or not will depend on many other factors. Like what crime was actually committed, how many other people may have been victim of the same type of crime which is still under investigation, what evidence the prosecution will have available without the victim's testimony etc.
The police could be requesting a search warrant at this very moment so they can come over to your house, bust down your front door and look over every square inch of what you call home with a magnifying glass. There's really no way to know what may happen without a lot more information.
