entitled to a phone call after an arrest


What is the name of your state?Indiana
My daughter was arrested for PI after stopping a police officer asking for his help. She had been in an altercation with another girl that was driving her car and refused to surrender the keys to her. Not because my daughter was drunk, but because this other girl wanted to keep the car for her own use.
The police officer arrested both girls. My daughter requested a BA test to be given to her and was denied. She was placed in jail and was not allowed to make a phone call to me or anyone until spending almost two days in jail. At 1:00am I had heard from her, on Sunday. I had to contact a bail bondsman in order to get her out of jail, since no clerk was present at this time of night that would allow me to bail her out myself. Also the following day would be the 4th of July, and no clerk available. Her car was impounded and of course I can't get it from the towing service, due to lack of proper police paperwork because there is no clerk available until after the holiday.
My questions;
1. Why was my daughter arrested after summoning the police for assistance?
2. The police asked if she had been drinking and she told them yes, " I had three swigs of vodka earlier." Why didn't they administer the balloon test as she requested?
3. Isn't there a time frame when someone is arrested that they are allowed to use the phone? A day an a half to two days is a long time for a family member to wonder and worry about the whereabouts of there daughter.
( My daughter is 25 yrs old, if this should matter at all )
