False arrest . . . Sue City Hall and Police?

A friend of mine was falsely arrested for public intoxication from the driveway of a residence. when it went to court the judge caught the officer lying. he had previously said that he could tell that this person was intoxicated bexause of stumbling while walking. the judge later got him ( the officer ) to admit that he had decided to arrest the person before they got down off of the hood of the vehicle and that they had never left the hood of the car while he was there! In other word the officer had lied about seeing this person stumble while walking! how does this person sue this policeman or the police department? one more thing, this person also lost a job due to the arrest and imprisonment!

p.s. can the city also be sued?

most, if not all states are protected by federal and state laws that protect them from false arrest and false imprisonment law suits. what your freind should do is contact the local ACLU chapter and discuss this with them they work to protect our civil rights and would know just how to handle such a case. good luck!
