What is the name of your state (only U.S. law)? Wisconsin. how can a violation of a restraining order be in effect when the party that requested it initiates contact-physical and by telephone. How does someone have any defense against it when it is "she said" only?

Even if they initiate, you're still not allowed to comply. The restraining order is court-ordered, so it must be followed until the court removes the restraining order.
