Can a judge from from another state dimiss a felony charge from a different state when they would not expide the felone back to that state?

It depends on the Judge and the state really...And if the other state is willing to allow it done,,,

No, absolutely not. A district judge in one state has absolutely no jurisdiction over a district court case in another state. The judge couldn't do it even if the prosecutor in the other state requested it. Of course all that prosecutor has to do is submit their own motion to dismiss in their own state, regardless of where the Defendant is.

Just because a state is not willing to extradite you that doesn't mean they don't still want to proceed on their case...they can just wait until you go back within their jurisdiction and then get picked up.

This has been 12 years ago. Is'nt there status of limitation?

Statutes of limitations apply to how long the State has to file charges after the crime occurs. Once charges have been filed the only time limit on prosecution is the Constitutional right to a speedy trial, but you waive that right if you are on the run. A warrant can literally be out forever. You can't complain that the State is taking too long if you are the one holding up the process. You need to go take care of this in that State or you are going to have to live with the inconveniences of being a fugitive, which may include getting arrested every time you get pulled over for a minor traffic infraction.
