Fugitive Traveling Overseas

What is the name of your state? California

My friend, who is a foreign student, is charged with Assualt with a Deadly Weapon in the state of CA. Then he fled to his country of origin. My questions are: can he travel to other countries to study? Will other countries know of his past records?
