What is the name of your state? Florida
I have a friend that is being tried for his 3rd driving while revoked charge. Is there a statute of limitations? For instance, if this last driving while revoked on the third offence was 5 years ago can they still prosecute or is the statute of limitations up?

The statue of limitations only applies until charges are filed, once charges are filed there is no longer an SOL, so they can keep an arrest warrant out against the person forever if they so choose. If they wish, they can file charges the DAY, or even hours before the SOL is up, and then the SOL goes out the window and your A** is in trouble.
