How does getting caught for 2nd degree retail fraud work in MI?

What is the name of your state (only U.S. law)? MI

If there was an arrest made at a store for a person that got caught shoptlifting, how does that person avoid getting a mugshot if there was an arrest made? He got busted for 2nd degree retail fraud and has 2 recent open cases of 1st degree fraud and not yet been convicted.

I can't imagine how to avoid having one's photo taken. However, it shouldn't bother him because:

Information that is exempt under the Michigan Freedom Of Information Act.
Information about anyone who has been arrested and convicted but not yet sentenced.
Information about prisoners in county jails or city lockups, or about offenders who were sentenced to jail only. Jails are operated by counties. State prisons are operated by the MDOC.
Photographs of offenders who left the system before electronic photographs were taken or who are in the system but have not yet been taken.
Information about offenders who have been off supervision for more than three years."

I didn't see any mugshots of him online, just a police incident record that he was arrested and its an open case. Not sure what that means
