How long can an officer follow someone and never pull them over?

We are in Wisconsin. My son was followed in our small little town for over 1/2 hour without getting pulled over. He must have made atleast 30 turns, even down alleys!

The officer found out he was in town (he now lives in FL.) about 15 minutes prior to following him. I will admit that when he lived here he did have a bit of trouble from age 15-18, but hasnt had any problems for 2 years now.

So can this officer just follow him around town as long as he wishes without ever pulling him over?

He wasn't driving in circles, for one. He took the alley just to see if the officer would follow him. Then he headed home, and he was still being followed so he kept driving to see how long he would be followed.

Sounds like he was "acting suspicious", but apparently was careful enough to not do anything to actually get pulled over. Why did feel he had to drive all over instead of just going wherever he was headed (what was he afraid of them finding on him)?
