How long should it take to assign a probation officer to someone jailed

What is the name of your state (only U.S. law)? Pa
A friend charged with receiving stolen property in Montgomery County with value of $200.00. He lives in Delaware county and was assigned a probation officer in Delaware County, who he had been meeting with. He had received a notice from Montgomery County which he did not receive and subsequently missed the meeting. He called his PO in Delaware County the next day who told him he would notify Montgomery County. A few weeks later Montgomery County Sheriffs arrested him and he has been in jail for 10 days with no formal charge. They have told him that nothing can happen until Montgomery County assigns a PO. My question is low long should this take and is who should we talk to find out what we should be doing? Thanks in advance for your help.

Huh?

Why should you be doing anything?

A probation officer is not assigned when someone is merely arrested for a crime or charged with a crime.

Are you sure that you don't mean p.d. (public defender)? Was he already on probation in Montgomery county at the time of his arrest?

You may be a bit confused. Also, as basically pointed out above, you shouldn't be doing anything unless of course you want to hire your friend an attorney.
