To make it short, recorded on tape (and at Youtube), a police officer is assisting a drunk at detox to remove their coat. The drunk hits the officer in the face, who in turn, uses excessive force in subduing him. The officer is currently on leave and being prosecuted, which from the tape, appears appropriate. This part makes sense.
The part I don't understand is the drunk hits the officer first but was not charged. Why wouldn't they be charged with assault on a police officer?
