What is the name of your state? NY

Is it permissable, during questioning on the street or in an interrogation room, to ask for clarification of a question? If so, after repeated requests for clarification might the questioner become annoyed and upset? I realize the best way to go about this is to simply ask to speak with a lawyer first and not even get into the situation of answering questions.

Of course you can ask for clarification ... and, likewise the interrogator might get upset for your repeated asking.
