Jail Transfer and Rights

What is the name of your state? Indiana

My Boyfriend is currently sitting in Jail on a misdemenor warrant for non license of a handgun. He had to be transfered to a county jail on Saturday because the county the warrant is out of had no body to transfer there. So now he sits on his 4th day there still not transfered and is not allowed visitors. Is this against his rights that he cant have visitors and that the county hasnt came to get him yet?
