We live in Washington state. Can a juvenile be prosecuted with a felony if there were no arrests made or charges filed?What is the name of your state (only U.S. law)?

Of course they cannot prosecute if the state does not file charges.

If you are asking whether a prosecution can be made on a case where the victim did not want to pursue the matter, then the answer is, "Yes". It is the state that makes those decisions via the prosecutor.
