What is the name of your state (only U.S. law)?

Arizona

Was cited with DUI within the boundaries of one precinct and the charges were filed and trial was held in a Justice Court of another precinct. Justice of the Peace denied Motion to Dismiss for Lack of Jurisdiction. Do I have a strong case for Appeal citing ARS 22-301 & 22-402?

What do you mean by precinct? Jurisdictional boundries are not set by precincts, it is generally by town, city, county, state, etc. For example, a Phoenix cop and pull you over anywhere in the city of Phoenix and if cited, your case can be assigned to any court that serves the citizens of Phoenix.
