is this legal?

New Mexico. my boy friend was arrested on a NM warrant in Utah for something he didn't do. the case in NM is someone sold drugs to an undercover agent on certain dates but wasn't arrested then. an investigation was done and almost a year later they sent a warrant out for the guy. on the certain dates this was supposably taken place we have proof my boyfriend was at work. is it legal for them to place a warrant for someone only by name with out have ever arrested them at the time of sell? cus they just put the name in the computer and pulled up the first file which happend to be my boyfriends and there is another same name that still lives in NM.
